But, why is this happening?

Normally, there's a check valve on that drain hose that connects your sink to your dishwasher.

The purpose of the check valve is to prevent the water in the sink from getting into the dishwasher.

So, normally, when you find water at the bottom of your dishwasher after it has been off the reason is that the check valve on your drain hose is cracked or broken or simply has worn out.

The solution is simply to replace the check valve on that drain hose.
